PLDT Enterprise, in partnership with the GSMA and key Philippine regulators, has introduced SmartSafe — a new suite of fraud management application programming interfaces (APIs) designed to strengthen digital authentication and reduce online fraud across the country.

Launched in Makati City and timed with International Fraud Awareness Month, SmartSafe is the first telco-enabled fraud management API suite in the Philippines to receive GSMA global certification.
The initiative was developed in coordination with the Department of Information and Communications Technology (DICT), Bangko Sentral ng Pilipinas (BSP), National Privacy Commission (NPC), and National Telecommunications Commission (NTC).
According to PLDT Enterprise senior vice president Blums Pineda, the project aims to create “a digital Philippines built on trust, safety, and innovation,” emphasizing the need for closer collaboration between telecom providers, regulators, and the private sector in combating scams and cyber threats.
The suite’s flagship feature, SmartSafe SilentAccess, enables direct real-time authentication over Smart Communications’ mobile network, removing the need for SMS-based one-time passwords.
The approach aims to simplify logins and transactions while reducing exposure to common fraud schemes such as SIM-swap attacks and phishing.
PLDT said the SmartSafe platform will later expand to include services such as SmartSafe NetIdentity (for SIM and device verification), SmartSafe GeoCheck (for real-time location validation), SmartSafe RoamStatus (for roaming status confirmation), and SmartSafe KYCPlus (for enhanced identity verification).
To deliver these capabilities, PLDT partnered with Nabstract, a GSMA Open Gateway Channel Partner, to integrate network-level intelligence into enterprise systems through secure APIs. The partnership allows local businesses to strengthen fraud prevention and streamline customer authentication processes.
